Our associates earned their years of experience at major international petroleum corporations. Our focus is on energy policy with an emphasis on fuels refining, distribution and marketing issues and on biofuels regulations and supply issues.

David J. Hackett

President

Dave Hackett is a 30+ year veteran of the oil industry, starting with Mobil in Supply and Trading after a tour duty as a Navy pilot. Dave's Mobil experience included:

Dave formed Stillwater Associates in 1997 with the objective of providing services to clients with needs in the downstream oil sector.

Stillwater's inaugural project was an economic analysis and recommendation of the MTBE phase-out to the State of California. Since then, Dave has consulted on a range of product supply issues with the California Energy Commission and other state and federal agencies.

Dave received his BS in Oceanography from the US Naval Academy in 1971. He earned a Masters in Education from California Lutheran University in 1975. Dave went back to school again and earned an MBA from the University of California, Irvine in 1997.

David R. Bulfin

Vice President, Operations Research

Dave Bulfin has dealt with energy issues from various perspectives during a 38 year career working for international oil companies. His main focus is developing and executing strategic operating plans to regain profitability.

Dave earned his MBA in Industrial Management from Purdue University. He has a B.S. in Chemical Engineering from Drexel University.

Thomas E. Gieskes

Vice President

Thomas E. Gieskes is a Dutch national with over 20 years of international experience in the energy business and in petrochemicals. Supply chain management runs as a red line through a career that includes responsibilities in operations, logistics, marketing, project management, business development, and general management.

Having started his career with Dutch chemical multinational DSM, Thomas joined ARCO Chemical in 1981, moving through a quick succession of positions with increasing responsibilities in the Netherlands, the UK, and Indonesia, where he was country manager. From Indonesia, he joined ARCO Chemicals' corporate manufacturing staff at its headquarters in Newtown Square, PA. After a project development assignment in France, Thomas was promoted to the parent company ARCO in Los Angeles to manage business development for ARCO's natural gas reserves, including development of Gas-to-Liquids technology.

Following the merger of ARCO and BP, Thomas teamed up with Dave Hackett and Stillwater Associates to pursue a career in consulting and independent project development, specializing in energy policy and emerging energy technologies.

Since 2005, Thomas' main focus has been on renewable energy. He co-founded a large scale biodiesel venture in 2005, and managed a research program for algae based biofuels at the University of Texas in Austin from 2006 through 2009, resulting in four patent applications under his name. In 2007, he also managed a 6 month pilot program to convert biomass waste from sugarcane into ethanol using gasification and anaerobic digestion of synthesis gas. He is currently involved in two projects in Central America to build integrated bio-refineries, one in Mexico that will produce ethanol from grain sorghum using manure as the source of heat and power, and one in Belize that will use sugarcane to produce ethanol and power.

Thomas is fluent in five languages. He holds a Masters in Technology Management from the School of Engineering and Applied Science and the Wharton School of Business, a BSc in Mechanical Engineering from the University Twente in Enschede, the Netherlands, and certificates in marketing from the Petroleum Institute, Oxford University, Oxford, UK.

Megan Boutwell

Associate

Megan Boutwell started a new career with Stillwater Associates four years ago as a research associate. Megan is responsible for project management and research on a wide range of energy issues including renewable energy markets and policy.

Megan earned a BA in French and English Literature from Hollins University.
